Why is the down tube welded so far up the head tube ?

To increase the stresses on the downtube?!?

To make it look smaller?

To leave more space for playing your mallet on the off-side under the downtube.

I wonder if shorter chainstays and steeper seattube would stiffen the rear end, yet have the saddle in the same position.
