Moderators (requests and notices)

I just had a great idea. Possibly one for Microcosm.
Make it possible to a member to be placed into 'tweet mode' (or something similarly named), which would make it impossible for them to type more than 140 characters into a post.
And maybe it could also make them wait 2 minutes before posting again in the same thread.

This might be a solution to the problem of those users who continue arguing in long rambling non-sequiturs long after people have got sick of it.

Jeez mode.
