I used those Salmons on 27"s with great results, but they're more like 1&1/8" max or the tyre would stick out the side and look silly. So you'd need to find 27" x 1&1/8" or possibly even 1" (I had them with 1"). No easy feat.
I'd suggest you use 700 wheels in the frame, then any mudguards will fit, and it'll look better. Get Gilles Berthouds. Mudguards are for summer too! It rains all year ...
