Promoting your own eBay sales (example 2) isn't a hanging offence in itself, but this is just the latest instance of bad practice on here (playing buyers off against each other) and Retrobike (example 2).
There's a pattern of behaviour here and that's why I think he should be banned.

Of course not.
TM, you are the only person who has ever reported him, and you've only ever reported him once. The report was simply "Getting to a spam worthy point now".
I couldn't see anything in the report or the list of things wallymann is selling to suggest he should be banned.
If reports don't obviously breaches some rule, and I haven't been explained the basis for any action, I don't see how I can do anything.
You also report far far more than anyone else and the vast majority of those are isolated reports that no-one else cares about, and that no action was required on.
As I've said many times I'm not going to ban someone on an isolated report, without a clear breach of the rules, and that reports from people who haven't reported much and aren't involved in any squabbles with the reported person will influence any ban far more than someone who reports frequently for small things.

No-one has been banned, or not banned, based on nationality. No-one.
It does remain true that the vast majority of those banned within Classifieds are accessing the site from Polish IP addresses.
That doesn't state that every Polish user is doing something wrong, but it does suggest there's a problem here that could be worked on.
Maybe it's that the rules are written in English that isn't easy for non-native speakers? Maybe it's that there's just a disproportionate representation of Polish traders and so it is a sampling problem that leads to the 90%?
Whatever the underlying root cause is, the vast majority of Classifieds incidents that end in a ban originate from a Polish IP address or Polish ISP email address.
