Just buy a new Tektro, an old Exage isn't worth spending any time fixing. Even if you get it apart, you'll probably find the bore in the arm is worn so you can't adjust it to be both free-moving and free from backlash.
Mkay - I wasn't trying to be cheap, more that I could well have put it on wrong/tightened something too much or not enough. If there is a likely mechanical fault then obviously it can go in the bin!
