The long stem thing in polo, in my experience, is for gaining reach over the front wheel whilst retaining a short wheelbase. It's not so much about the handling that it provides, but the longer stem seems to help in contact as bar nudges have less impact on your direction. It means you have to be more deliberate in your steering but it saves you falling every time someone clips you. Does that make sense?
