When Munich wanted to be the "Bicycle Capital" (Radlhauptstadt) its first acts were
1) to get a clown
2) To dramatically increase police controls on bicycles--- checking brakes, lights etc.--- and a witch hunt for "Radl Rowdies" (cyclists, for example, that don't use the bicycle paths).
