  • If you shim it, you're looking at 0.002" thick material, which is more foil than sheet.

    0.1mm tolerance on the diameter is pretty normal, have you tried just fitting the seat post and clamping it up?

    Have you actually measured the post to see if it's under size? Again, a minus tolerance of 0.1mm on diameter isn't unusual. If you want something that's snug, you could get a 25.4mm post and turn it down in a lathe, as long as it's not some weight weenie thin-walled post.
