2 per hour is nothing, and only requires one runway, which is all that is generally used overnight at Heathrow. So you wouldn't need to 'shut one down', and as for powerful friends, Heathrow's press officer would be able to get an answer for anyone who asked. It would probably be 'no', but if you don't ask you don't get.
