I know surly dropped the BB (and lengthened the TT a little) over the Crosscheck... as you say, neither is ideal for 650b (in theory).
There are a ton of OTP disc cross bikes with highish BBs, they seem ideal candidates for weirdo wheels and fat/light tyres.
