Perhaps not, the Surly's bottom bracket will likely to be too low for most people (72mm) as it's designed to run up to possibly 44mm tyres (it come with 41mm as standard).
Putting 650b, even with the 42mm will drop it quite significantly, having said that, my Oak have a big BB drop of 76mm (255mm from BB to tarmac, 10mm lower than a typical touring bike), so it's not the end of the world.
