Jake, there's nothing to say that you can't mix and match - if I was doing it on a budget and wanted sram or shimano I would spend money on the mechs (force / ultegra) and brakes if you go shimano.
Seeing as shifters are the most expensive component, your best bet might be second hand 6700 ones. Collecting parts slower is always cheaper
