aha! I may have found the issue. When I am at the highest gear at RD (smallest sprocket) I can still shift using the smaller lever so the shifter may not be in the highest gear when I installed the cable ... but i swear I did it more than 10 times before installing cable argh
I determined chain length according to this video: How to Install a Shimano Road Chain - YouTube
Stays are the same but this bike is running compact so I had to take out 4 links out.
