It's based on 2 things: 1) Google Plus accounts (and yes, if you have one then this is your Caller ID profile to others) or Android profile 2) Partnerships with companies like http://www.localdatacompany.com/ as well as Google Places information, to pair phone numbers with businesses. In your phone application you can turn off the sharing of whom you're calling with Google and disable the Caller ID function. In your phone application you can also turn off "search local businesses when you search your phone contacts". To disable your profile being used as Caller ID, you need to opt out: https://www.google.com/settings/phone

I know there are hundreds of "who is this number and am I being spammed?" sites and the data quality on each is disappointing, but have they got any of that "nuisance" data feeding into the KitKat callerID system?
