What's the thinking behind the icing rule? What are you trying to stop/promote with it? How will you implement it? What's the penalty for it (considering we don't have face-offs in polo) Just curious, not saying it shouldn't happen.

I really don't see the point of this rule, especially as it's located at downs, which is a tiny court.
However, you could give a turnover* and not allow the penalised team to make a line change, which would be similar to ice hockey.
*Or a faceoff, i've seen it before at the East Van bench, was fun.
