Yes. Not only can you, but you should. Since he is obviously a total wanker, it is unlikely this is the only time he will express his wankerdom by endangering others. The more the filth's limited intelligence-gathering services know of his utter wankerdom, the more likely they are to do something when he eventually flattens some poor sod who didn't deserve it.
