as far as neoprene gloves go, Louis Garneau sell these for £30: http://www.evanscycles.com/products/louis-garneau/monsoon-gloves-ec052066
I picked up these which are almost identical for £9: http://www.ebay.co.uk/itm/Odyssey-4mm-Glued-BS-Neoprene-Wetsuit-Gloves-Kayak-Surf-Ski-Diving-XS-S-M-L-XL-/130900191135?pt=UK_SportingGoods_Wetsuits_WatersportsClothing_CA&var=&hash=item1e7a42679f
they are pretty good. hands stay nice and warm whilst wet, and i can actually fit them under my sealskins waterproof gloves for when the weather gets really really cold. Not sure that I will ever need to though!
