There is a strong argument for putting them in Division B. There is a clear mid-table of 7 teams, with a huge gap between 4th and 5th, and a large gap between 11th and 12th place. The teams between 5th and 11th are all pretty close.
So if we opt for the top 3 in Div A and the bottom 4 in Div B, then that increases the competition for first place in Div B. This makes Div B much more exciting for many more teams. If we put the 8th place team into Div A, then it maybe makes it more exciting for that team, but does less for the league overall.
