I have almost exactly the same wheelset (A719 with Ambrosio hubs + CX Ray) as your with 25mm ReFuse (the one that claim to be 28mm).
There's a noticable clearance with the standard Tiagra brakes and the tyres profile look great as a 23mm look on a 23mm rims.
