Isn't the need for reproofing on goretex to ensure that water beads on the surface rather than soaking the fabric and preventing air from passing though?

Yes.

I probably didn't explain it clearly enough but point is that it still requires treatment, the same as every other waterproof jacket/membrane in order to continue performing as it should.
