I'm pretty confident with the single brake up front and I intend to do a straight parts-swap from an existing track bike which doesn't get ridden enough since I got a geared road bike that gets 90% of my dry miles.
This build is intended to not only replace the nice track bike (which can't accept mudguards due to a wishbone stay) but also my hack which is just simply too heavy (11kg!). As a result my primary concerns with whatever new frame I get is that it is A) as light as possible while remaining affordable, B) can accept mudguards - prefferably the ones I have to hand, which are the cruds, C) will take all the other bits off the track frame (Omniums, 27.2 seatpost etc etc). The ability to take 25mm tyres would be a nice to have - I noticed it says the FXE will but Pre Cursa is max 23mm.

Fair enough. There is a lot of clearance for tyres in the rear and some people in this thread have even got 32c tyres in. I've taken a photo for you with 23mm installed - 25mm would go in easily and there looks to be plenty of mudguard clearance.
