The issue with Maxxis Refuse is that the marked size no longer bears a true relation to the measured size- so my marked 25c pair measure at 23mm on an 18mm internal width rim.
I suspect that the 28's will be closer to a 25, although who knows- maybe Adoubletap can measure his?
My old/previous gen 28c ones are an actual large-volume tyre, but it looks as though they are no longer available anywhere.
