If you are going to do it- do it properly, tuck some firelighters under a wheel and torch the vehicle.

Very hard to knock a cyclist off if the vehicle in question has settled into the tarmac in a ball of fire.

Doing it wrong.
Light a short piece of an old inner tube, place it on top of the tyre. Then there is absolutely no evidence. A fire lighter underneath the tyre leaves sufficient evidence to prove arson.
