No, I don't think so. But as I understand it, paint on the 'end' of the shell is enough to put the bearing alignment out. It would depend on how you masked it while painting.
I think it's generally accepted that after most re-painting of frames you need to gently re-face the headtube (if you have a non-integrated headset), and the bb shell (if you have an external bb), as well as chase all the threads. Again, depends on masking.
