I've got one of these, which when twinned with a long sleeve merino base layer, gloves and a hat got me through the coldest parts of last year, wearing a pair of tights on the lower half:

They are VERY reflective, and also quite hot once you get going- I used to stuff the hat in a pocket and open the zip once I'd got up to speed.
