Pretty much, yeah - it's just a spanner for the cups. Maybe the cups are machined slightly differently to the kind-of-shimano-standard and need a special spanner.
Thinking about it, given the cups have to accomodate a larger bearing than the 24mm axle cranks it makes sense that the diameter of the cups will be greater and thus require a different spanner.
If the cranks are Rotor 3D+ then you should be fine with the BSA/30 BB.
It says quite clearly on merlin that they'll work with BSA frames and the proper BB, so screen shot it for posterity / come-back.
