As Howard says, Rotor 3D+ are their own design rather than BB30 or PF30- they have a much longer spindle than the BB30.PF30 standards, which means that when run on a BB30 frame they use an 11mm spacer on each side of the 68mm shell, said spacer can be removed and external bearing cups used on a BSA frame.
The external bearing cups need to account for the 30mm spindle, which is why Shimano's BB's (designed for a 24mm spindle) won't work.
