Heart rate is highly variable for the reasons given by Lynchman and many others (lactate threshold, VO2 Max, anaerobic threshold, hydration)
The only worth from a Heart rate monitor is to know your base level first - age is used a rule of thumb but you need to undertake a full V02 test really.. but this base level will change with training and even day to day with mood/sniffles.
Measuring HR also gives you little information of your cycling as its just a reactive output.
Cycling fast = High Heart rate which is good
but just having a high heart rate could just be a sign your unfit.
This is why people spend £1000s on Power meters
As I can't afford one, I just cycle to feel now and let my heart do its own thing.
