There isn't a way around this, under-18s would be encouraged to join clubs that have CRB checks and are more organised to support and safeguard them.
What I don't want is to suddenly impose upon all event organisers or volunteers a burden that might deter them from helping out.
The idea behind the club is to get more people trying stuff out, and using facilities, not to put obstacles in the way of that.
It's not ideal, but that's the game.
Cool cool, I totally get the "get more people into any and all aspects of cycling" mentality, and I'm all for it. Just don't want to see anyone organising "club event" (anyone using the club name to gain access to facilities like the velodrome) to get in trouble and wanted to make sure you were aware.
