erm, ed. a longer crank arm will put the foot further down when in the bottom position. you need to lower the saddle. and yes, your knee will get closer to the chest when pedal is in top position.
But it affects the horizontal position as well - in forward position the knee cap should be directly over the pedal center, which means with a longer crank arm I have to sit a bit more ahead.
