I'd have thought people were reluctant to ride in primary out of fear that they're holding up traffic rather than worrying about being driven into.
You get enough grief for being in primary doing 20+ mph (often when the speed limit's 20). Riding in primary at 15 mph or less simply isn't worth the hassle.
