just been stopped by 5-0 doing L plate checks and whilst trying to make them comprehend the weird and wonderful world of Lambretta re-registrations in the UK ("You do realise it's Italian?") they've charged me with driving without insurance BECAUSE da da daaaaaaaaaaaa............I don't have commuting on my policy

Get legal advice, because I suspect this is bullshit.
If you had an insurance policy then you had valid 3rd party cover, regardless of whether you had commuting on your policy. I believe that this has been tested a few times in court. You do not stop being insured 3rd party, just the other risks.
