Is it time to start calling out bad cyclists?

I was going to Kennington from camberwell this morning and was waiting at the busy junction just before the Oval tube. All of a sudden a cyclist crushed into my back wheel and because it was busy so he had nowhere to go on the road so he then got off him bike, jumped onto the pavement and then walked all the way to the front of the road, got back on his bike and slowly cycled towards to junction box with his front wheel inside the yellow line... why? why? and why?
Why? Because clearly he's a bellend.
