Yes, you can cross the road. But only when it is clear to do so. Peds often don't look so it's not surprising that people won't let them cross.

True. But I'd rather not work on the assumption that everyone who crosses my path is an idiot who should be barged past to show them their place.

Peds walk into each other all the time. You'd thing someone walking at 2 or 3mph would be able to avoid someone traveling at the same speed as them. The also need masses of tarmac because nobody looks where they're going, nobody treats a pavement like a road sticking to one side to make it easier for everyone involve so that the traffic flows, nobody makes space for other peds walking in the other direction because their conversation is clearly more important than another human being.

Ever watched a busy tube station at rush hour? Thousands of people crammed together going in different directions. They all get where they are going without crashes, gridlock, hurling abuse at each other. Sure they bump into each other, they get tetchy and pushy, but it basically works out fine.
