I'd go with Tester on this one- the cleat forms part of the pedal system with a Speedplay pedal, and the cleat has a nice large flat area front and rear to attach a reflector to.
You could epoxy the ones from that SPD adapter to a Speedplay cleat, and have the BS mark.
