Theoretically speaking there's no reason why we couldn't have a GC battle on the flat stages, like in the good old days, only it has become a new tour tradition not to take chances it seems.
Be that on a relatively flat stage like today or a mountain stage, tactics are all about minimising the risk of a potential loss rather than the chances of a potential gain. Seriously doubt that we'll see any of the GC riders even remotely challenging Froome for the rest of this year's tour... except maybe for a stage win.
