Maybe if more people tipped their hats to them or bid them good morning they would behave a bit better? It is their calling to spread sorrow unless you placate them.
I always do this, even if they are in a group. I specifically say "good morning / afternoon / evening, mr/mrs/miss magpie, I hope you are well on this fine day, please pass my regards to your spouse and/or civil partner and family / friends" while doing a hat tip.
I'm hoping this covers all the bases, I've certainly never had my eyes pecked out by one so far so I must be doing something right.
