My new steel frame is ~4 pounds (the builder is Canadian) which is ~1.8kg, feels very light when you pick it up and according to my spreadsheet* the bike with mudguards, disc brakes and electronic shifting is going to be around 8.7kg.
That's with a carbon fork, but altogether goes to show that you can build a fairly light steel framed bike- mine's using no weight weenie parts.
