You could run a length of outer that finishes under the tape, then use a cable-end to clamp a biro spring to the cable, keeping the lever under tension?
i.e. run a cable through the outer that is ~2cm longer than the outer when the lever is in the desired position, then slide a biro spring over the cable and use a cable end to secure it to said cable?
That way an idiot could pull the lever to their hearts content, no problemo.
Tried it, doesn't work if you tape over it, the cable wont return once its been pulled. You'd have to have it sticking out of the tape which is ugly.
