That's the polite stuff he's done. In terms of cycling he's essentially said cycle deaths on roads are the fault of cyclists using the "if you're going to swim with sharks" metaphor.
He also appears to smoke crack.
Make sure you get a place "downtown" (a misnomer of sorts - the area from, roughly, Dufferin to the Don Valley, South of Bloor - obviously there's room to move around, bu that's a real rough section). Toronto is a sprawling mess of a city and I could imagine few things more bleak than ending up in the 'burbs of it.
