Maybe if the mini-v has adjustable brake pad positions?
Don't even know if such a thing exists.
Moving the pad down 19mm to reflect the drop in rim diameter from 622mm to 584mm is probably beyond the range of most brakes, and adjusting the pad position would impact on the torque gain of each arm, so even if the pad could move that far, you might need an adjustable lever (eg Avid SingleDigit 7s with the red knob) to dial down the power and regain some modulation.
You'd also be shrinking the arc the pad travels around the pivot so the pad would be running a lot closer to the rim to achieve the same lever bite point.
