So what about a policeman on duty? Just because he's on duty it doesn't mean he's armed and easily able to defend himself? What would have happened if that had been a policeman yesterday ran down and murdered?

The police are there to keep the peace. The army, pretty much the exact opposite. I don't think it's a helpful comparison.
