Unlike England, the Lord Advocate in Scotland is the chief legal officer of the courts and responsible for chief public prosecutor for cases represented by the Crown and Procurator Fiscal.
That's why the CTC are asking people to write to him to make it known that there is a significant body of public opinion that the sentence in this case was unduly lenient and should be appealed.
I don't see that he will ignore letters relating to this if they are written by people south of the border despite the fact that the crime happened in Scotland and frankly, for 2 minutes effort any chance at all that it will result in a stronger sentence for this guy means it has to be worth it.

In August 2011 Audrey Fyfe, a 75-year-old CTC member, was hit and killed by Gary McCourt near her home in Edinburgh.
26 years prior to that McCourt had hit and killed another cyclist, George Dalgity, for which he received a 2 year jail sentence.
Last week McCourt was sentenced to just 300 hours community service and a 5 year driving ban for killing a second time.
Mrs Fyfe's family are distraught and wish to appeal the sentence, however, an 'unduly lenient sentence' appeal can only be made by the prosecution.
CTC want as many people as possible to write in support and has provided a draft letter to the Lord Advocate, who is ultimately responsible for the appeal decision.
