Massive respect to HoKe and his sprint.

Can someone clarify the following:
- Points earned at track league cannot contribute to license points.
- Final rankings for track leagues can have points awarded.
- This doesn' t apply to HHVWNTL as it's regional C.
- Open event races can have points awarded as long as they're long enough.
