Is the paint damage particularly bad? It doesn't seem so from the photo, and looks pretty sweet as it is. I'd be tempted just to build it.
The serial numbers for later Roberts frames are of the format Year/Month/Production Number, so your frame looks like it was built in January of 1992. I wouldn't expect a reply to your email about it, a few people on here have had no replies to email queries from Roberts.
