i never tried to straighten it out, i tried to get replacement tubes, bought another frame with the same tubes (cornello i think the frame was) but the tubes were not long enough, after that i kind of lost interest as i dont ride a trackbike anymore. I can imagine if you had the right tools it can be bent back but not sure how safe that is going to be
If the lugs aren't cracked or any other structural damage is present then it's pretty safe I guess. And yeah, I'm taking it straight to a local bike builder with 25+ years of experience to check it out. If he says no chance I'll have to ride it with 19c tyres. ;)
