Students can, I know some can not but can never remember if its to do with commonwealth and eu citizens, its getting the students registered to vote in the university cities/towns.
Students are unique in that they can vote twice in local elections. In their home town and place of study. Also certain Commonwealth citizens and full EU citizens can vote in the UK.
I used to do the Electorial Roll deliveries...

Bangladesh is where my parents come from. Things like this are extremely common, the capsizing of river crossing ferries in particular. They have some insane practices there, like on coaches that are the main form of transport between cities. They have a reinforced steel gate which they lock once all the passengers are on. To make it difficult for hijackers. But road accidents are extremely common, vehicles fall into ditches or collide with others, everything travelling at maximum speed. There is this wreckless approach to everything done there, if you see the state of buildings which are heavily used for industry and living you would be gobsmacked. It is a surprise these types of things do not happen more often.

Maybe the CBC plays a numbers game when it comes to fatalities, not sure how they decide what's newsworthy. I get most of my news from radio, maybe 1/10 from the papers. -

One part good news. But there are trials of GM wheat and potatoes that have been going since 2011 and are still continuing.
