Was it not the Mayor of Bogata that was quoted as saying;
"A developed country is not one where the poor have cars, it is one where the rich take public transport"
He also banned billboard and streetspace advertising throughout the city IIRC- edit - Nope that was Sao PauloSounds like my kind of guy.
