i have the same clamp ons and it does. the original ones are for show, not for stopping you. get some koolstops and put the lever in the correct position, it'll be 100% better..

£50 for a front brake (not including the lever) and it has barely any power.

There's also quite a lot of excess cable. If you switched it onto the left side / proper position then you would also be able to reduce the length of the cable housing. Better pads make a difference. If you don't want to spend as much as Swiss stops then fibrax are good and very cheap (although they wear out fast).

As for the tyres don't ultrimos come in 28mm? They would be my first thought especially as you'd hope there would be some on sale somewhere in Europe.
