I think refs aren't paying enough attention to mallet-wheel interactions. Haydn dislocated his elbow at NvS because a mallet hooked his front wheel and I have two bruised wrists from something similar at throwins a week ago.
I believe it's the player's responsibility to control their own mallet and the ref's responsibility to call out such situations early (i.e when all it causes is a footdown) to avoid "edgy" play which eventually crosses the line and puts someone out.
It is in the rules, it just needs to be enforced properly.
*3. Tripping
A tripping/wheel hook penalty will be assessed when:
A player causes an opposing player to dab by hooking their wheel with their mallet.
If, in the opinion of the referee, a player makes contact with the ball first and
subsequently trips the opponent in so doing, no penalty will be assessed.*
